Ukrainian leaders described the timing as deliberate, arguing that Moscow is trying to weaken Ukraine’s position and undermine confidence in negotiations by escalating attacks while talks are underway.
Officials said the barrage hit critical infrastructure and civilian areas, contributing to extensive power outages in freezing winter conditions.
